Chris Pangilinan is a seasoned executive with over 20 years of delivering results in transit operations, planning, and technology. His experience blends visionary leadership, a belief in innovation, and lived experience as a daily subway, bus, and paratransit customer himself.
Chris most recently served in Executive and Senior Vice President roles at the New York Metropolitan Transportation Authority (MTA) where he oversaw the largest bus, paratransit, and operations planning departments in the United States. While leading paratransit, Chris implemented several initiatives that boosted customer satisfaction from 62% to 80%, accommodated a 24% increase in ridership and kept per trip costs flat. Chris then led operations planning and guided large scale projects such as the Queens Bus Network Redesign to successful approval and implementation. Chris's final stop at the MTA was to lead the Department of Buses where he oversaw the development and implementation of the department’s strategic plan addressing issues such as maintenance backlogs, operator shortages, and service management.
Prior to joining the MTA, Chris led public transportation and accessibility policy at Uber, and served in various roles at the non-profit advocacy organization TransitCenter, the United States Department of Transportation, and the San Francisco Municipal Transportation Agency. Chris earned his Masters of Science in Transportation at the Massachusetts Institute of Technology, and majored in Civil Engineering at Portland State University.
