Michael Benouaich is the founder of Clearview Advisors and an Affiliate at InfraStrategies. He works collaboratively with owners, developers, and investors to structure and deliver their largest and most complex infrastructure programs — helping them balance policy objectives, risk, and value creation across mobility, low carbon solutions, digital assets, and critical public services. Over more than two decades he has partnered with the executive leadership of a dozen transit and rail agencies in the United States to fund, procure, and deliver new service and to build lasting organizational and financial capacity.

Michael builds capital plans drawing on federal funding and credit assistance programs, state and local revenue measures, asset monetization, and private financing. He supported New Jersey Transit in rebalancing the financial plan for the $13 billion Gateway Program and securing $6.9 billion in CIG grant funding, and worked closely with InfraStrategies on the financial model behind the City of Charlotte's voter-approved one-cent sales tax funding $19.4 billion in new rail and bus service.

He has led delivery model selection, contract structuring, procurement, negotiation, and financial close for over $50 billion in public-private transactions, including pathfinder transit deals such as Denver RTD's FasTracks Eagle P3 and the Maryland Purple Line. He currently advises the California High-Speed Rail Authority on procurement strategy and execution and supported the Authority in bringing to market its first Co-Development Agreement, pairing new rail service with commercialization of non-operational right-of-way for fiber, transmission, and data centers.

Michael also advises agencies on the organizational side of program delivery — governance, target operating models, enterprise risk management, and the internal capacity to procure and manage complex contracts. He supported the Massachusetts Bay Transportation Authority in delivering a first-of-a-kind P3 concession for a new automated fare collection system (AFC 2.0), working through successive restructuring and refinancing, and redefining the organizational and governance framework the agency needed to operate as an effective counterparty to a private partner.

Prior to founding Clearview, Michael was a FINRA-registered financial advisor with KPMG's Infrastructure and Climate Advisory practice and established and led the public-private partnership advisory practice at Balfour Beatty, now part of WSP.

Michael holds a Master of Science with a concentration in Infrastructure Development and Finance from the Massachusetts Institute of Technology and a Master of Science in Civil Engineering from the Swiss Federal Institute of Technology. He lives in San Francisco.
