Beltline Transit Study – Business Plan and Implementation Strategy

InfraStrategies is supporting Atlanta BeltLine Inc. (ABI) with the development of a business plan and implementation strategy for public transit on the beltline, in support of the Beltline Transit Study, led by Kimley-Horn. Atlanta Beltline, Inc. is nearing the completion of the beltline trail, a 22-mile urban loop that has transformed the Atlanta region. While they are delivering a significant capital asset, ABI has little organizational experience building and operating public transit. ABI tapped InfraStrategies to develop an organizational strategy, capital delivery plan and model for operations to successfully realize beltline transit.

To develop a business plan, InfraStrategies explored options for program governance and administration. These element help define an organizational strategy, options for capital delivery, and models for transit operations. InfraStrategies conducted extensive research of peer organizations to identify structures and actions that are relevant to ABI and help those peers succeed. InfraStrategies facilitated a mini-workshop that brought together ABI leadership to present these case studies and lead a discussion on ownership and program delivery models that can succeed in Atlanta’s context. The outcomes of this workshop contributed to the development of the Beltline Transit Business Plan.

In parallel to the business plan, InfraStrategies is developed a long-range financial plan for the Beltline Transit Program, including a long-range financial model and a thorough review of funding and financing options for capital delivery and operations. The project team is developed a financial baseline based on ABI’s current finances and key assumptions from the Beltline Transit Study. The model will serve as the basis for testing scenarios in funding, financing, and project risks. The key output will be a presentation of the Beltline Transit financial plan.
