Financial and Strategic Advisory Services
InfraStrategies is supporting the City of Charlotte with the development of a financial model and financial strategies to advance a multibillion dollar, multimodal program of transportation, greenway, roadways network, bicycle facility, and transit improvements within Mecklenburg County, North Carolina.
InfraStrategies worked with City staff and City Council to develop and refine program revenue estimates, program phasing assumptions, federal funding assumptions, and other key financial model inputs in preparation for a successful countywide sales tax referendum in November 2024. The InfraStrategies team continues to regularly update the financial model, run additional financial scenarios, develop refined financial strategies, and present their findings to City leadership as the program shifts to implementation.
As part of the requirements under the 2025 P.A.V.E. Act, InfraStrategies is conducting a funding options review for the Silver Line light rail project, part of a broader value engineering study. Ongoing work also supports the setup of the new regional Metropolitan Public Transportation Authority (MPTA).
InfraStrategies also developed a Transit System Plan Implementation Strategy. This work included robust public and stakeholder engagement, program goal setting, priority setting, financial modeling, and development of an implementation plan for the 2055 CATS Transit System Plan. This complemented work completed under a separate contract for the 2030 Transit Corridor System Plan and Envision My Ride plan.
