Emma Huang Joins InfraStrategies
InfraStrategies LLC is pleased to announce that Emma Huang has joined the firm as a Senior Consultant with a primary focus on strategic planning, transportation policy, and technology and innovation. As InfraStrategies continues to expand its professional capabilities and service offerings to public and private clients nationwide, Emma will play a key role in the firm’s work in public policy research and development, stakeholder engagement, and grant development. She will be based in the firm’s Los Angeles office.

Emma brings ten years of experience working with transit authorities and private sector innovators with a focus on congestion pricing, technology, and demand-responsive transit. She has a special interest in social and environmental justice (ESG) in transportation and was a recipient of the Franklin D. Gilliam Social Justice Award for her work in this area. Prior to joining InfraStrategies, Emma worked in LA Metro’s Office of Extraordinary Innovation (OEI) and was instrumental in developing the agency’s 10-year strategic plan, Vision 2028; a novel Mobility on Demand Service; Metro’s Covid-19 Recovery Plan; and the Traffic Reduction Program (Congestion Pricing) for Los Angeles County. Emma has also worked on a variety of public-private partnership programs, including focus on pre-development agreements and small scale P3 opportunities.
