Downtown Rail Extension Project (DTX) Financial Plan 

The Downtown Rail Extension (DTX) will extend Caltrain commuter rail from its current terminus at Fourth and King streets to the new Transit Center. It will also deliver the California High-Speed Rail Authority’s future high-speed rail service to the Transit Center. The 1.3-mile rail extension (1.95 miles of total construction length) will be constructed principally below grade and includes an underground station at Fourth and Townsend streets. InfraStrategies is supporting SFCTA in developing a committed project development, construction, and operations funding plan that is consistent with available local, regional, and state sources and meets eligibility requirements for the FTA’s CIG Program, including the milestones at the Entry into Engineering, Request for Funding, and Full Funding Grant Agreement submissions.

 

The project entered the Project Development phase of the New Starts program in late 2021. InfraStrategies recently supported the project's March 2023 submission for Entry into the Engineering phase of the New Starts program. InfraStrategies also recently supported the project with developing and submitting a successful application for $60 million in state funding through California's innovative Transit and Intercity Rail Capital Program (TIRCP) to further advance final design for the DTX.
