Service Improvement Plan
InfraStrategies assisted the Washington Metropolitan Area Transit Authority (WMATA) in the development of its Service Improvement Plan (SIP). This six-year plan (fiscal years 2024 to 2029) prioritized fare and service investments, informed future operating budgets, and supported regional funding conversations. The SIP was developed in response to several challenges faced by WMATA, including the reactive nature of the budget process, which made it difficult to address strategic, long-term investments; the uncertain market forces and changed travel patterns of the post-COVID ‘new normal’; and the fiscal cliff forecasted for fiscal year 2024, after federal COVID-19 relief funds runs out. The SIP is aligned to agency strategic goals, objectives, and performance measures. The SIP placed particular emphasis on equity, analyzing all potential fare and service initiatives with an equity lens.
