Facility Decentralization and Fleet Master Plan

InfraStrategies is leading the development of financial strategies to support Jacksonville Transportation Authority’s (JTA) Facility Decentralization and Fleet Master Plan. The plan evaluates alternatives for establishing new, decentralized operational hubs while modernizing JTA’s bus and paratransit fleet, considering new fuel technologies, and re-evaluating JTA’s service network. All components of the plan are interrelated and have a significant impact on JTA’s financial outlook.

InfraStrategies is guiding the plan’s financial strategy from start to finish by developing a flexible financial model that incorporates the whole of the agency’s finances and accounts for the potential financial impacts of each of the plan’s elements. First, the team established a financial baseline by building a financial model based on JTA’s status-quo operating and capital forecasts. As fleet and facility scenarios are developed by the project team, InfraStrategies will model each scenario to demonstrate its financial impact. The InfraStrategies team is regularly updating JTA staff and the executive leadership team (ELT) on the plan’s financial strategy.
