Diridon Station Funding Plan
InfraStrategies is providing financial planning services to the Diridon Station Partner Agencies and HR&A to evaluate potential funding sources and financial strategies for the multi-billion-dollar Diridon Station Development Program. This mega-project encompasses Diridon Station itself, related transportation and mobility projects, parks and community facilities, affordable housing, and other mixed-use development elements as outlined in the adopted Diridon Station Area Plan.
The InfraStrategies team is developing funding strategies for program elements spanning short-term, intermediate, and longer-term implementation timelines. The comprehensive scope includes identifying and prioritizing station and transportation elements, reviewing federal, state, local, and project-specific funding sources, and developing implementation strategies incorporating community benefits analysis focused on social, environmental, and economic investment impacts.
Our work encompasses the full spectrum of available funding mechanisms including FTA Capital Investment Grants, Federal-State Partnership, CRISI, INFRA, California TIRCP, and other federal and state competitive programs. InfraStrategies is assessing opportunities for traditional and innovative financing including TIFIA, RRIF, private activity bonds, municipal finance, and tax increment financing. Given the multimodal nature involving potential VTA LRT, BART Airport Connector, Caltrain, and high-speed rail integration, the range of potential sources involves coordinating across multiple federal agencies and programs.
Key technical deliverables include developing Excel-based financial models, screening and short-listing optimal funding combinations, creating multiple financial scenarios, and providing ongoing federal and state legislative tracking. InfraStrategies is working closely with HR&A to incorporate value capture strategies including tax increment financing, special assessments, developer contributions, joint development, and private sector participation opportunities.
